Portales was founded by Juan de la Rosa in 1692 as a trading post on the upper Rio Grande. It grew rapidly, becoming a capital of Nuevo Mexico in 1736. The city was destroyed by a flooding accident in 1857 and rebuilt with walls and an iron fence. In 1912, Portales became the seat of government for New Mexico. In 1916, the United States acquired New Mexico from Spain as part of the Treaty of Guadalupe Hidalgo. As part of this treaty, Portales was given to United States regulation as a town within the territorial limits of New Mexico. The city continued to grow until it had over 100,000 residents by 1920. In that year, Portales also became the first community in New Mexico to adopt an elected municipal government with universal suffrage. The economic recession during World War II led to a decrease in population and business growth throughout much of southern New Mexico; however, Portales persevered and experienced significant growth during postwar years including reaching its current size. With some new development projects - such as renovation and enlargement of both city hall and civic center - the city has seen strong resurgence in recent years
In the 1870s, area farmers began to irrigate their fields with water from a small creek that flowed through the town of Portales. The first settlers in the area were Spanish people who arrived in 1795. The United States acquired land in New Mexico by purchase from Spain in 1821. In 1846, during the Mexican-American War, Mexico lost control of most of New Mexico and parts of Arizona and California to American forces. As a result, many Mexicans fled to Texas or other areas in search of refuge. A group of English-speaking settlers, led by Captain Charles Goodyear, landed at Verde Island on November 10, 1847 and founded what would become known as Goodyear City on what is now Santa Fe County. From December 1, 1847 until February 14, 1848, all land within present Day Albuquerque was part of Mexican New Mexico Territory under US administration because it had been ceded to America by Spain after the war. On February 14th however, President James K Polk ordered General Antonio López de Santa Anna to re-open negotiations for independence for all Mexican regions including New Mexico which he did on March 2nd1848; this event ended Utopia (New Mexican statehood) talks between Americans and Mexicans begun during previous year’s presidential campaign season
