It is part of the Tularosa Micropolitan Statistical Area. The city began as an agricultural community in 1847 on the banks of the Rio Grande, about 12 miles (19 km) southeast of modern-day Portales. The first post office in Portales was established in 1849. In 1865, it became a town and was named for Captain José Manuel de Portales y Cámpora who had fought with General Antonio López de Santa Anna during the Mexican Revolution. In 1912, Portales voted to become an international border crossing between United States and Mexico after it had been proposed by Congressman David Gibbs. After World War I ended, Portales became a citadel for American farmers who were expanding into what had been Mexican territory; this period is also known as "The Gilded Age." During Prohibition era (1920-1933), many people from neighboring Ciudad Juárez fled toportales to avoid law enforcement action there because alcohol was illegal in both countries. This gave rise to nickname "the prohibition town" which still exists today among some residents of portales due to their connection with that time period

After the war, Portales experienced a growth wave that led to it becoming its own municipality in 1960.
