This led to increased cooperation between local law enforcement officials and smugglers during Prohibition Era times; however, no prosecutions resulted from these activities because such activity was not considered criminal under U.S.-Mexico treaty relationships at that time.]] In 1954, when Interstate 10 bypassed central Albuquerque on its north-south axis instead of linking it directly with Las Vegas via I-25 (the old alignment), Portales became one of the first municipalities along I-10 to be bypassed entirely (the others being Farmington Hills Michigan Beach April 6th 1949). In 1846, the area around Portales was acquired by Mexico from the United States for $10,000 in what is now known as the Treaty of Guadalupe Hidalgo. The area became part of Mexico City and was used for cattle ranching until it was designated as a military post in 1861. In 1863, Fort Richardson was built to protect the town from Indian attacks. The fort was abandoned in 1868 and replaced by Fort Sumner. In 1892, Portales became a municipal seat and remained so until 1907 when it became a territorial capital under Mexican rule.
