In 1941–42 an extensive renovation project began on the old downtown square which included creating new streets and sidewalks as well as enlarging several existing blocks south of Main Street into what would become known as "The Beltway." This project cost $2 million and was completed just before World War II when most businesses had moved out and construction ceased because of wartime restrictions on civilian spending
