Carlsbad is a city located in the US state of New Mexico. At the 2010 census, its population was 16,895. It is the county seat of Bernalillo County and home to the University of New Mexico. During World War II, Carlsbad became an important air base for both the United States military and Japan's Imperial Japanese Army. In 1951, after years of growth, Carlsbad incorporated as a city under New Mexico law. The annexation created many problems for the fledgling municipality; most notably, it did not allow for any independent businesses or services within its boundaries. In 1971, however, Mayor Averil Harrington persuaded City Council to approve a plan that would see Carlsbad become one of New Mexico's leading economic powers Comprehensive Plan Number 1 called "Carrabba Plan". This ambitious zoning plan sought to create efficient shopping centers with large office towers overlooking downtown Carlsdadt while preserving much of the old Commercial District including antique shops and restaurants dating back to before Mexican American migration began in earnest in 1912

In 1912 a movie theater became available and began to show movies which were popular at the time including features like "Alice's Adventures into Wonderland" and "The Lone Ranger". In 1926, a new water supply became available through an underground project which increased water usage for residents; this caused some businesses to close down but also brought about growth for Carlsbad. A new high school opened in 1951 and currently serves as Carlsbad High School; it replaced an older high school that closed down due to fire damage (1941). In 1957, Carlsbad added its first shopping center when it purchased the nearby Plaza Shopping Center from Sears Roebuck & Co.; this addition allowed for more than just groceries/retail items to be sold here with services like plumbing and building maintenance being offered as well. In 1984, Carlsbad voters passed a resolution calling for annexation by Albuquerque while still maintaining full municipal government within Carlsbad limits; this annexation process finally happened on November 3rd of that year when Albuquerque took over all local government functions within Carlsbag
