In 1917, when State General James Waddell designated Artesia as the county seat for Bernadette County because that was where most people would live if they decided to move to this new county seat; however due to lack of business interest or infrastructure at that time and also because much of Bernadette County was forested, Artesia remained unincorporated until 1925 when it became an incorporated municipality under Pecos County jurisdiction with its own legal system and budgeting process within municipal government structure which continued until 1984 when Pecos County became a federal district under President Reagan's executive order creating extrajudicial Jurisdiction for certain areas outside Denver Colorado etc., including Artesia Municipality resulting in overall decrease (Anschutz Entertainment Group) population by 6% leaving town but no change (in number) in tax base as businesses closed up shop & less money coming into town compared to before annexation by PecosCounty without giving any indication that anything different would happen thereby decreasing artsiapolitan growth rate even further making it one more small community struggling against odds against large economies

Another popular attraction within Artesia is the Museum of American Indian Arts which was opened in 1976 by Gordon Bunting II, Sr. It houses more than 1,000 artifacts from both Native American and Spanish colonial periods including paintings, pottery, sculptures, firearms, jewelry etc. The museum also offers educational programming about Native America throughout the year including exhibits on topics such as treaty negotiations and land rights issues during this time period. Finally, there are several small libraries situated throughout town which offer unique reading experiences for locals or visitors looking for information about local history or culture
