In 1927 the townsite was annexed into neighboring Elizabeth Township; however, Elizabeth Township retained jurisdiction over all matters pertaining to Ventnor City including zoning regulations and street names (e.g., High Street). In 1939 Elizabeth Township passed an ordinance allowing businesses within its borders to open 225 feet from their entrances so that residents could continue shopping at their local stores even if they were located minutes away in nearby Rutgers University's South Campus area (then known as "Downtown"). Ventnor City is a city in New Jersey, United States. The population was 11,842 at the 2010 census. It is the county seat of Mercer County. The first Europeans to reach Ventnor were French colonists who arrived in 1682 and built Fort Orange on the now-demolished island of Monmouth Peninsula. In 1714, English Captain John Stevens discovered and named Ventnor Point after his hometown of Newport, Rhode Island. The first permanent European settlement in what is now Mercer County was established by Dutch settlers in 1724 as a trading post on the east bank of the Raritan River. By 1727, all but one of the original Dutch families had died from disease or warrelated causes; their land and assets were divided among their survivors. In 1812, when New Jersey became an American state, Ventnor City became its second county seat because Galloway Township north of Newark refused to become part of Camden County; this led to a long legal battle that ended with Ventnor's incorporation into Camden County on February 14, 1813. The city's growth continued during Reconstruction period following the Civil War as Newark grew more populous whileventnor City grew less economically due in part to restrictive zoning laws enacted at that time which discouraged new development near old slave plantations run by white landowners.
