The first official meeting held within Borough limits occurred on March 15th 1868 when six citizens met to establish rules for government and business within the new organization. On October 20th 1870 Borough President James Halsey laid out boundaries for future development with streets running east-west and avenues running north-south while blocks south of these boundaries constituted Fillmore Row (later known as Arlington Avenue) which bordered West Orange to the west while Rahway bordered East Orange to the east and Northumberland Avenue divided Borough into three sections – Upper Northumberland (north), Lower Northumberland (south), and Middle Northumberland (east). 2
