On July 10th that year locals convened a meeting to choose a new municipal government as a result of this event; they chose Nicholas Douglass as their first Mayor with responsibility for local affairs within limits set by Congress as part of the Compromise of 1819 which ended slavery in America while making way for free white people into every state except Rhode Island and South Carolina where slavery continued until 1865. In 1868, less than one year after incorporation as a borough, Perth Amboy voters passed an ordinance providing for female suffrage; this ordinance was later amended to state women could vote regardless of race or gender only if they resided within municipality boundaries at least three months prior to Election Day - something that did not apply to men until 1978 when voting rights were granted statewide via Amendment IV to the New Jersey Constitution effective November 3rd thereby giving women full accessto all forms of political participation throughout New Jersey without having to reside within any municipality limit
