With its wide harbor and two miles (3 km) of beachfront property extending into both Monmouth and Atlantic Counties, it became one of the most heavily populated areas in northeastern America during this period. By 1870, however, development had stalled because there was no reliable water supply or natural resources available for farming within commuting distance of potential residents; instead they turned to manufacturing industries such as fishing boatsbuilding ships or making munitions in nearby Camden or Vineland. The opening of Interstate 95 in 1955 stimulated further growth but also caused environmental problems due to increased traffic levels along I-95 which destroyed coastal wetlands and disturbed marine life while creating valuable real estate development opportunities adjacent to beaches that were used primarily for swimming and sunbathing rather than agriculture or industry. In 2000–2001 developer Steve Wynn purchased much of downtown Ocean City from Mayor Donnie Kennon for $1 million after years of negotiation; Wynn plans to make use of the waterfront properties for commercial development with residential units above ground level using tidal power generated by ocean tides instead of fossil fuels such as gasoline or coal

On July 1, 1907, Ocean City was incorporated as a city by an act of the New Jersey Legislature. It is the only town in New Jersey and one of the few in the United States that has not been annexed by any other municipality. The town is located on the southern shore of Monmouth County and is bordered by South Amboy to the north, Neptune Beach to the east, Neptune Township to the south, and Brick Township to the west. In 1852, two brothers founded what became Ocean City on land they had purchased from Moses Levy. The original town consisted of just a few homes and several stores. In 1863, when it was decided that Ocean City would be its own municipality, residents voted 3-1 in favor of incorporation. At first, there were some resistances because many people thought that incorporation would put an end to their independent existence. However, over time more people came to support incorporation because they saw it as a way for them to have control over their own lives and destiny. The first mayor of Ocean City was George Aiken who served from 1861-1865 and again from 1867-1870. During his term he hired John Hennessey as manager of municipal services which included building roads and Ratcliff Creek Road (now Atlantic Avenue). Although Hennessey was very successful at running this smalltown government he also incurred criticism due to his high spending rates which made him unpopular with some citizens. In 1886 Mayor James Pritchard appointed Fenton Jernigan as mayor after Jernigan won election against incumbent Samuel Sheares with 78% of the vote. Under Jernigan’s leadership ocean city grew rapidly with new businesses being established such as The Dockside Saloon & Brewery (now called First American Breweries), Mrs Rice’s School (later renamed Middlebrook Elementary School), Mr Kline’s Clothing Store (later renamed Mr Kline’s Department Store), Joe Nieves restaurant (later renamed Joe’s Italian Restaurant) and The Blue Anchor Inn which stood until 1938 when it burned down onittens night while during Prohibition era it served as a speakeasy under license from Al Capone Jernigan was later indicted for bribery but managed to avoid indictment by paying off prosecutors with cash instead After Jernigan's retirement in 1906 Mayor Harry Reeves named him Vice President effective January 1st 1907 After serving one year Reeves resigned due illness
The first Europeans to visit Ocean City were the Dutch in 1614. The area was part of New Netherland until 1776, when it became part of the United States of America. It became an important port for goods and passengers coming from the Delaware River and Pennsylvania Railroad. In 1873, a canal was built to connect the Atlantic and Delaware Rivers at Ocean City, making it an even more important trade center. The city's growth continued through World War II as military bases were constructed here. After the war, Ocean City grew rapidly as businesses opened up to serve the new population. In recent years, however, crime rates have increased and some downtown areas have become empty or suffering from neglect.
