In 1916 Commodore W C Stevens who commanded USS ConstitutionXIV made an unsuccessful attempt to break through Allied naval blockade off Morocco by sailing into Spanish waters accompaning USS Olympia which was anchored nearby. This event helped get Congress interested in creating a navy defense against any possible attack by Japan so steps were taken to build ships able to transport troops across open seas without being attacked or sunk by enemy submarines or warships . A smallpox epidemic in 1918 killed many people near where the destroyer USS San Francisco now docks next door killing over 350 sailors.. The Great Depression led to increased joblessness which caused many people in Ocean City to move away for work opportunities elsewhere such as Camden or Trenton NJ etcetera making it difficult for residents of OceanCityto continue living there although they continued using some public services like water supply etcetera until around 1950s when most key infrastructure including water mains were replaced/replaced with modern systems
