The idea behind these boards was to provide food and shelter for former slaves who had not yet regained their freedom or were unable to work due to injuries or illness sustained during Reconstruction. This order led to the incorporation of several towns located near Philadelphia – including Westwood Heights/Upper Arlington in Middlesex County and Oak Lawn/Hudson Hills in Union County – into new boroughs named for president Johnson's successors: Camden (1850), Washington Heights/ Harlem (1852), Newark Liberty (1854), Bronx/Brooklyn(1857), Manhattan Beach/Staten Island (1860), Queensborough/Newark(1865), Richmond Hill/(athampton) (1868). In 1870–71 there was a change in leadership at FAS headquarters when John Wanamaker became chairman; he merged Camden into Brooklyn while continuing operation out of his old office at 222 Nassau Street; this move reunited Brooklyn's African Americans with their white surroundings which had been divided since emancipation years earlier. At Wanamaker's death three years later control passed from him through his son James B., Jr., grandson James B., III, Jr., wife Elizabeth Crouse Wanamaker and daughter Marian Wright Edelman backhandedly taking control away from James' widow Alice Paul ("Al" Alice Paul Channing).
