As part of North America's Great Depression effort, General Motors Corporation established its headquarters in 1933 at One Beech Road and implemented austerity measures that included mass layoffs throughout the city including 33% joblessness among African Americans by 1936;[1] however public opinion against GM led to an open uprising against company policies and ultimately GM's withdrawal from Newark four years later.[2] With World War II drawing to a close and no major industrial base available for development outside New York City or Pennsylvania,[3][4][5] many residents turned their backs on post-war suburban living and established themselves within downtown Oakland (the "Old Neighborhood") which experienced intense growth replaced old districts such as Midtown with high-rise buildings dating back to 1906 throughHenry Ford’s introduction of assembly line technology to Detroit’s auto industry;[6][7] most notably Regent House Tower (1910) located at 8th Street/Regent Avenue NW adjacent to then newly built Municipal Court building completed in 1929 which still stands today as one of downtown Oakland’s original landmarks During this time period there were also significant advances made within education including Franklin D Roosevelt Elementary School opened on October 15th 1938 becoming one of only two elementary schools west of Chicago opening prior to statehood while Institute High School was completed following parent campaign donations totaling $1 million raised primarily from farmers near East Side Farms housing development;[8][9]; both schools closed thirty years later but have since been rebuilt and reopened along with other areas in Downtown Oakland associated with education during this time period such as Jack London Square Park located across MacArthur Boulevard northwest corner between 13th Street/Grandview Avenue NW & Griggs Avenue NE
