On May 10, 1868, the Borough of HighlandsPark was created from portions of Passaic and Monmouth Counties as well as sections of Highlands Township. Highland Park is located on both sides of Hackensack River which forms its border with Bergen County to the east and west while Parsippany Creek borders it to the north. The borough borders Garfield Heights to the north-west and Caldwell Avenue occupies most of its territory within Bergen County while portions are included within Passaic County to the south-east (including Rahway)

Highland Park, NJ was founded on May 20th, 1795 by pioneers John and Deborah Ross. The town was named after the heights in Scotland where they were born. The original land for Highland Park was donated by Sir George Mount Royal and his wife Lady Jane Grey. Mrs. Grey had been involved with the founding of Princeton University and she offered her holdings in Highland Park to the fledgling university. After years of debate, the New Jersey Legislature voted to name Highland Park after Mrs. Grey on November 3rd, 1881. The first settlers of Highland Park were farmers who arrived in small groups over a period of several months in 1795. By 1800, there were over 50 families living in Highland Park. In 1802, a school was erected north of present day First Street and it served as the primary education for all residents until 1925 when Middletown Township took over operations from Highland Park School District #2. In 1821, Captain Robert Barclay purchased 640 acres north of present day Second Street from Lord Botkin for $5 per acre plus interest. This land became known as Barclay's Forest because it served as an integral part of Colonel James Macdonald's military campaign against British forces during the Revolutionary War (1775-1783). The forest housed more than 10 miles of hiking trails that provided access to many important nature resources including coal seams and deer hunting grounds that are still extant today! In 1824, Drury Brothers established their mercantile business at what is now Fourth Avenue and Washington Streets in what is now Union Square shopping center which soon became one of New York City's most popular commercial areas! Drury Brother's legacy continues to this day with numerous businesses located within walking distance including Macy’s Department Store (now Macy’s Grand Central Station), Gildan Men’s Clothing Store (now JCPenney), Starbucks Coffee House (now Dunkin' Donuts) and Moretti bakery! In 1830, Captain John Fenton bought 640 acres adjacent to Barclay’s Forest for $10 per acre plus interest from future landowners – this area became known as Fenton’s Woods because it would eventually become much thicker due to its natural moat/walls! In 1831/1832 Captian Fenton laid out two townships called Easton & Highlands which would ultimately merge into Highlands on July 1st, 1912 under the name "HighlandPark". However, this merger never happened because Highlands voters rejected annexation into Easton Township twice!!! One vote results showed a majority “No” while another vote resulted in “Yes” but with no street names given!!!! It appears that some people did not want their home town has merged with another!! In any event…..the unofficial name given to both townships until 1912 was "Easton & Highlands" but eventually "HighlandPark" was chosen due to its location bordering on neighboring Paramus Borough!!! Scotch Plains natives John Wesley Workman settled here permanently between 1797-1800; he patented 2 square miles near what is now Livingston Road east side on October 11th 1800 darning his own blue shirt - Natives say he only wore them once so why be entitled? On December 3rd 1861 President Abraham Lincoln issued an Executive Order calling for volunteers to help suppressa slave insurrection being conducted along the Confederate States Line by elements affiliated with Stonewall Jackson's brigade led by Major General Richard Ewell Jr.( namesake) Of course very few volunteered actually expecting such an order back from President Lincoln himself……… Many people may have simply thought that anything Lincoln ordered up here should go without question…………….
