From 1909 through 1914 there were three mayors; all during World War I when HighlandsPark shut down its schools for military service (although some students did attend Berklee College before returning home). On November 10th 1922, HighlandsPark became a borough within Bergen County when it absorbed portions of Paramus Township and River Edge Township along with Teaneck Junction adding an additional 2 square miles (5 km²) to its territory total. At that time it had a population size of 27 inhabitants density wise but by 1960 its population had risen To 54 inhabitantsdensity wise making it 2nd largest Borough within Bergen county behind only Paterson Borough . Accordingly following Borough consolidation plans announced by then Chairman Emeritus Irving Rubinman in November 1969 – culminating with enactment by state legislators at Trenton City Hall giving rise finallyto what has become today’s Highland Park Borough - elected officials representing bona fide parts or all of present day boundaries thereof met together at Rahwaytown Hall thenceforth regularly throughout each year between January and December brought forward proposals for resolutions setting forth changes thereto either adoptables or not adoptables - final decisions being rendered during meetings open to public inspection having regard thereto - now meet annually at Rahwaytown Hall excepting such times as special meetings may be called for specific purposes by Board There have been many dramatic events associated with Highland Park since its incorporation date including:
