It was in 1892 when Haddonfield, New Jersey became the first municipality in New Jersey to pass a law regulating firearms. The ordinance required that all citizens over the age of 18 must receive an annual gun safety class and own at least one weapon of any kind. This law also outlawed carrying handguns without a license. In 1935, the New Jersey legislature passed a bill that authorized the purchase and sale of ammunition by individuals over the age of 21. This act gave rise to what is now known as “the ammo loophole” because individuals could still purchase rounds of ammunition without having to undergo an criminal background check. In 1978, Haddonfield enacted its own handgun ban which lasted until 1984. The town also passed a resolution opposing handgun registration because they felt it would increase regulation on firearms and make it more difficult for residents to keep their weapons safe. Today, Haddonfield continues to be one of the most progressive municipalities in New Jersey when it comes to gun control laws. Haddonfield is a town in Essex County, New Jersey, United States. The population was 10,641 at the 2010 census. It is the only municipality in Essex County and it is part of the Philadelphia–Northampton–Camden Metropolitan Statistical Area. The first European settler in Haddonfield was Nicholas Slade, who arrived in 1681. Haddonfield Township was established on February 13, 1747 by order of George Washington as part of the western wing of the new Province of New Jersey. On December 15, 1772, during the American Revolutionary War, Patriot General John Burgoyne surrendered at Saratoga Springs with his entire army including Haddonfield's garrison. Haddonfield lost its charter as a township on March 1, 1814 due to lack of growth and development. On October 9th 1870, after unsuccessfully appealing to Congress for an exemption from state taxation because of its small size (the town had a population just over 1000), Haddonfield became one of ten municipalities within newly created Camden County when that county was formed from portions of Middlesex and Hunterdon counties. The Boroughs Act (1912) granted borough status to all but one township in Camden County; those towns wereRahway (which became unincorporated), Millville (which became Bergen Borough), Flemington (which became North Brunswick Borough), Bushkill Township (now Hackensack Township), and Easton Township which were combined into Rahway as well as Weston Township which merged into Rahway on April 20th 1913). In 1949 both Rahway and Weston Township ceased to exist when they were merged into Haddonfield with no vote by their respective residents. On July 4th 1957 there was a referendum asking for borough status for all but one township in Camden County; that vote resulted in none being given and these townships remain unincorporated today: Woodbridge Township which became Neptune City Borough on September 15th 1978; Brickleigh Borough which becomes Paramus Borough on January 1st 1984; Far Hills Borough which becomes Englewood City Council President Parkhurst Heights borough on November 5th 2000; Mount Olivette-Lakeside Branch Library District #1 becomes Monmouth Junction Branch Library District #2 on June 30th 2002; Clifton Park Branch Library District #1 becomes Clifton Park Branch Library District #2 on May 25th 2006 In 2013 legislation passed by the New Jersey Legislature changed municipal law throughout Essex County so that all ten municipalities will now have full city rights with powers similar to those granted to cities such as Philadelphia and Camden.
