This law was passed in response to the February 14th Massacre in Louisville, Kentucky where four black men were shot and killed by white residents. Fort Lee was a strategically located British fortification on both the Jersey Shore and in central New York City during the Revolutionary War. Mayor James Kapp called for its evacuation because he felt that it posed a threat to public safety given its location near major commercial centers and transportation hubs. However, General George Meade disagreed with Kapp’s decision and ordered his troops to defend the fort even though it could not be manned effectively due to its lack of ammunition storage facilities. In 1870, followingBrooklyn’s incorporation as a city, Fort Lee again came under criticism from residents who saw it as aneyesore on the eastern edge of their borough. Mayor John Mennen called for its evacuation but General Josiah Noyes refused to leave without his cannons which still stood at battery park Hale despite repeated requests from city officials. On November 5th, 1870, Noyes surrendered control of the fortifications to Mayor Michael Bloomberg who renamed them “Fort Lewis” in honor of Major-General Alexander Lewis Browne (1759-1824), commanding officer at Gibraltar during KingGeorge IV's War (1804-1809). Withdrawing all military forces from Brooklyn – including artillery – Fort Lewis became one of only two remaining British FORTESTS within Utopia Heights borders until 1945 when they were sold off to private interests and renamed accordingly: Crown Heights Park; Borough Hall Towers; or Barclaycard Center Pavillion after being damaged by fire in 2002 . In 2003, following complaints about gentrification and loss of cultural significance caused by development around fortress property – including fringe strip malls adjacent to businesses that had sprung up around army barracks vacated since World War II – Mayor Bloomberg began negotiations with developers about relocating or demolishing FortressLewis property while preserving some existing buildings . After months of deliberation resulting in no consensus among developers over either option – which led to protests outside City Hall where hundreds demonstrated against redevelopment plans – Bloomberg announced on December 4th that he would remove all weapons from FortressLewis property effective January 1st 2004 effective “a permanent symbol…of our commitment not only [to] local values but also global values” . Although many supporters remained hopeful that recreational activities like rock climbing or bird watching could still be conducted without fear of gun confiscation–and there have been few if any reported incidents involving guns since then[1],[2][3][4]the removal has signaled a new chapter in fortress history where civilian ownership is once again becoming more prevalent than military occupation
The town of Fort Lee and the adjacent areas were first settled by Europeans in 1664. The area now known as Fort Lee was named for Lt. General George Washington's Hessian mercenaries who barracks there during the American Revolution. In 1814, the town was merged with Jersey City to form a single municipality. The name of the new municipality was changed to New Jersey in 1838. The town of Fort Lee and the surrounding area became part of New York City after the American Revolution, but it regained its independence from New York in 1783.
