East Orange, New Jersey is a town in Essex County, New Jersey, United States. The population was 17,651 at the 2010 census. It is the most populous municipality in Essex County and the second most populous town in New Jersey after Trenton. As an independent city, East Orange enjoyed full control over its own budget and had exclusive authority for setting zoning regulations governing community development within its limits without having to comply with county ordinances or rules set by local municipalities within their jurisdictions that also wished to develop within their boundaries; this privilege became known as "City Hall Rule". In 2007-2008 Mayor Angelo Marcantonio submitted to the Borough Council Request for Consideration (RFA) for amending City Charter §2(a) to allow annexation into any other existing municipality located east of Interstate 80 (I-80). On October 24th 2013 Mayor Angelo Marcantonio withdrew his RFA application due to financial constraints; however he has agreed that if future annexation applications are successful then he will consider them again should they be made available again without financial constraints

During World War II, Japanese-Americans living in concentration camps in nearby Ridgefield Village (now Norwalk) were allowed to leave and live within their own community until they were transferred to East Orange for relocation after Japan's surrender. The borough became an independent municipality on May 1, 1964 when it merged with neighboring Paramus and Westwood townships from Monmouth County. The merger created an ecclectic mix of English and Spanish-speaking residents along with more recent arrivals from upstate New York and Pennsylvania who had been drawn by job opportunities open up following America's post-war boom. As its population grew increasingly diverse over time - due primarily to waves of European immigration - East Orange began promoting itself as "the most ethnically diverse municipality in America". Today its population includes large numbers of Hispanic immigrants as well as Asians and African Americans dating back centuries who make up a majorities among both households and businesses.
