The first settlement in Dover was made on November 11, 1732 by Samuel Morse and his brother David Morse when they crossed the Delaware River from Pennsylvania. The first weapon used in America was a musket which was invented by Samuel Colt. In 1795, the Continental Congress created a Committee on Public Safety to investigate gun crimes and make recommendations for legislation. On February 14th of that year, Congress passed the Second Amendment to the United States Constitution which guarantees Americans their right to bear arms. The first post office opened in Dover on April 12th, 1777; it went unserved for several years because there were no roads or bridges yet available between Philadelphia and rural areas nearNEW JERSEY On February 2nd, 1800 - two days after President John Adams signed legislation creating West Jersey - Captain James Cook anchored his HMS Resolution off Cape May Point on Sandy Hook Bay while exploring New York Bay for potential Terra Nova Strait crossings connecting Asia with North America. Cook's landfall marked one of many maritime discoveries that led to increased interest in exploration across both hemispheres leading to development of offshore oil fields across northern California etc... One year later Commodore John Duyvil sailed his USS Constitution along Long Island Sound towards Newark Bay where he met Lieutenant Governor Thomas Jefferson who instructed him to explore this area for possible trade opportunities with Russia etc... Duyvil discovered Staten Island (then known as Kingsborough) which he named after King George II Augustus III becoming one of only three Utopian settlements founded by Englishmen outside London during this period including Rhode Island Ferry etc...the other two being Newport News Ferry Company Colony set up by Sir Walter Raleigh some years earlier off Virginia Beach.. In 1802 Captain John Stevens landed at Cape May on Sandy Hook Bay after sailing around Staten Island looking for a passage through those parts heading eastward towards China etc...In 1809 Commodore Nicholas Charles Perry sailed his USS Perry along Longitude 179 degrees 30 minutes north latitudewidening ocean currents resulting in first sighting by Europeans OF THE RUSSIAN ISLANDS OR Sakhalin mainland about 250 miles WNW OF KINGSBURG NEAR ZAMBOZHIA
