Dover, New Jersey is a town in Sussex County, New Jersey, United States. The population was 7,856 at the 2010 census. Dover is one of the few towns in the United States to have both an Arsenal and a Naval Reserve Force. The town has been known for its ammunition manufacturing since colonial times and still produces some of the world's most popular rounds today including 9mm Parabellum, .45 ACP, 12gauge shotgun rounds (7mm Remington and 10mm Winchester), and large-calibre rifles like Ruger Mini-14s and AKs. The first ammunition factory in Dover was built in 1776 by Lieutenant Colonel John Cadbury as part of his efforts to improve supplies for Continental troops during the Battle of Saratoga. The factory produced balls and shot for use with firearms such as pistols and cannons. It continued to produce ammunition until 1827 when it became part of the Philadelphia armories complex known as "The Arsenal". In 1839 it became part of the newly formed Delaware Regiment Armory Company under control of Commodore Jameson Forbes who renamed it "The Delaware Arsenal" after his native state. In 1857, Dover began producing rifle cartridges called "Patriots." From 1861 through 1865 it produced lead bullets for artillery use within the Union army during the American Civil War. During World War I munitions production increased tenfold when General Electric’s Bethlehem Steel company merged with two other companies to form Bethlehem–Hazard Products Corporation (BHP). Ammunition production stopped completely due to wartime restrictions on arms exports but resumed shortly before World War II due to increased demand from America's military allies. BHP sold its assets in 1945 to Thornhill Ammunition Corporation which continued production until 1984 when all plants were closed down by order of then President Reagan because surplus ammo caused environmental problems at existing plants across America that led to significant budget reductions at Dole Food Co., Inc.). Today there are four factories left active: Hagerstown Armoury & Ammunition Plant located in Hagerstown MD; Midland Armory located near Midland TX; White Sands Missile Range facility near White Sands KS; and Erie Factory produced hollow point bullets made from copper-nickel alloys which are used by Federal Law Enforcement agencies worldwide
