Dover's history dates back to 1812 when it was part of Princeton Township. The first place in Dover to use powder and shot was by Dutchman Cornelius Vanderhaegen near what is now the Delaware River. In 1814, General James Wilkinson moved 1,500 British troops from Trenton to Dover for protection during the War of 1812. The town began as a small farming community with about 100 residents in 1800. It became an important trading post for goods transported downriver from Philadelphia and New York City. On October 15, 1824, Dover voted to become a city under its own governance with a Mayor and Aldermen formulating ordinances governing municipal affairs which were ratified by vote on November 6th The city grew rapidly due to its location on the river between Philadelphia and New York City; both cities had been expanding into new areas since their founding in 1776. In 1830, Dover annexed two villages – Easton and Millville – making it the largest municipality within Sussex County without annexation permission from another township or village. In 1865-1866, Dover built a large wharf on the river for loading supplies brought upriver by steamboats; this wharf continued to be used until 1971 when it was replaced by Interstate 95 traffic congestion caused problems for local businesses that no longer could reach their dockside warehouses via I-95 ramps

By 1870, there were several stores operating along what is now Market Street betweenacetre Main Street and King Street within one block of each other. By 1910 there were 10 businesses operating on Market Street alone.

In 1914, new U.S.-Canadian borders were established including New Jersey's eastern border with Pennsylvania As part of this change in jurisdictional boundaries, Delaware County merged into newly created Essex County east of Trenton along Route 914.
