Rochester is a town in New Hampshire, United States. The population was 24,513 at the 2010 census. It is the county seat of Monroe County and the largest city in Monroe County by population. Rochester's nickname is "The City of Light." Rochester began as a small village on the southern bank of the River Rochester, about three miles (5 km) from where it flows into the Connecticut River. The first permanent settler was Joseph Greenough, who arrived in 1784. Greenough named his new town after himself, Rochester Manor. A post office called Greenoughville was established in 1805, and served until 1827. In 1830, John Prentice built a gristmill on what would become Main Street; this mill became operational in 1841. The village had a schoolhouse and two stores by 1840. In 1847–48, various members of the General Assembly recommended that Rochester be made an incorporated town; when it met to adopt this recommendation, only six voting citizens participated due to lack of representation in that body at that time. On July 20, 1850, town ordinance No. 2 approved by vote contained provisions for creation of streets and public buildings consistent with those now present within the city limits; these included a courthouse (later replaced by the current building), jail (opened 1865), several churches (including one serving as both headquarters for local police forces and also housing courtrooms), two banks - First National Bank & Trust Company and Guaranty Trust Company - as well as two physician's offices: Drs Luther Cushing & Mr George Tarter - all opened between 1850-1851 under license from Worcester Countyopathic Hospital Limited Partnership organized under Massachusetts law December 12th 1850 with Dr William Cullen as its first President On November 6th 1860 through petitions/ signatures collected from residents voting yes on proposition B which authorized annexation to Hartford Township resulted in incorporation of Rochester into Hartford Township effective January 1st 1861! Redevelopment plans were formulated during this time period which included creating downtown including creating Fulton Street between Main Street/Water Street eastward to Webster Avenue becoming Waterfront Avenue with similar architecture today Providence Road extending northward along water front past State House becoming Four Corners Boulevard
