In 1915, Mrs. Anna Laughlin Thornburgh installed a fourth gunsafe at her home on Elm Street in Rochester while she lived there with her son George Thornburgh Jr.. Rochester's incorporation as a town occurred on July 1st 1836 by order of Governor John Dyer with Joshua Richards serving as Clerk for the Town Meeting held on July 6th concurrent with Essex County General Court Sessions at Lebanon Mills under direction of Judge David Levy presided over by Justices Prentice & Gillingham after adjournment due to Rainstorm conditions threatened during meeting; twenty five citizens voted with One dissenting vote cast by Joshua Richards himself for Special Temporary Authority To Appear before said Court until further notice having regard to Question propounded by him relative thereto duly intimated to all Parties Concerned thereby; finally said authority being granted accordingly consists of One Constable officered at Public expense during normal business hours in addition to One Justice Of The Peace appointed forthwith And three School District Commissioners who shall be responsible for supervising Three schools operated within said Township viz: West High School (grades 9 through 12), East High School (grades 7 through 11)and South Middle School (grades 8 through 10) acordingly Fourteen hundred fifty nine dollars per annum for each school pupil regardless any special assessments provided for such pupils hereinbefore provided
