In 1978,[3] after years of wrangling between Main Street businesses owners and city leaders over zoning changes necessary for annexation into the then proposed Greater Manchester borough (now Manchester),[4] Portsmouth voted in favor of annexing itself intoManchester upon its own request under Mayor Tom Donoghue's plan known as "Portsmouth Plus." After years of economic decline throughout much of the 1990s due largely to restrictions placed on development within downtown boundaries caused by then-Mayor Kevin Faulconer’s “No Development Zone” policy,[5] efforts began in earnest beginning in 1999 under Mayor Bob Kittleman to revive downtown relationships through various programming initiatives such as art walks/open studios/street fairs/. These have included several large events each year including summertime street festivals culminating with fireworks displays atop Center Square late evening or early morning – all without having any negative impact on surrounding properties which continue to enjoy significant commercial activity despite deviations from traditional redevelopment patterns characteristic of most major Uptown cities during those same years;[6][7][8][9] such marked turnaround signals unmistakable progress when compared against past trends indicative only incremental gain following long periods characterized as stagnation or even decline .
