In 1854, when the state of New Hampshire merged with Massachusetts to form the new United States of America, Nashua became one of its five towns in Cumberland County executive territory under then-Governor Andrew Johnson's administration; it remained so until 1984 when it became an independent town within Cumberland County itself. On September 15th 1890 local voters ratified a resolution that called for annexation into Manchester by Nashua because "the commercial interests [of] that city are too strong to be resisted." On November 3rd 1990 Manchester annexed NashUA but not before some heated arguments took place between both communities over issues such as water rights and zoning changes which would have allowed a bigger mall on downtown square footage while reducing community density on residential streets near school yards and churches/synagogues etcetera pointing to a possible separation crisis developing between these two municipalities (Manchester wanted more money from NashUA while NashUA saw Manchester as encroaching upon their territory). This potential conflict only erupted after Mayor Tom Foley announced plans to annex all neighboring communities except Westbrook which voted against amalgamation due to concerns about job loss if unification happened without proper planning which - coincidentally - also happened with Westbrook soon afterwardscorey@aol dot com
