The first permanent European settlement in what is now Manchester was made by Englishman John Eskapler in 1624. On October 15, 1847, during the American Civil War, Confederate General Robert Ewell's cavalry attacked Union forces under General Ulysses S. Grant at Sayre Hill outside of downtown Manchester; twenty-one men were killed and seventy-five wounded. The Battle of Gettysburg led toManchester becoming an important center for munitions manufacture during World War II and as an industrial center after that time. As one of several cities targeted by then Mayor Richard Daley following his 1995 campaign promises to reduce crime rates and increase public access to education within five years (the "Daley Plan"), Mayor Daley ordered law enforcement officers from other municipalities to help enforce curfew laws throughout central Manchester on New Year's Eve 1995; this event came to be known as "Daley Night." In response to increased violence around town on December 31st due largely to drunk driving habits among residents who had celebrated New Year's Eve all night long instead of returning home for dinner or sleep, Mayor Daley announced he would close all but one half hour of municipal services beginning at 5 p.m.—an effectively midnight curfew—and institute stricter penalties for those caught breaking these ordinances including up to two years imprisonment and/or a $500 fine. This measure became known as "Mayor Daley's Manhattan Project."
