The early firearms used lead balls instead of cannon shot because this material was more durable and less likely to burst prematurely. In 1795, John Roebuck founded Roebuck & Co., one of the most successful ammunition producers in England at the time. Roebuck produced both cannon shot and pistol ball ammunition for use with handguns and cannons. His company quickly became known for its quality products and soon established itself as one of the leading manufacturers of muzzleloader ammo throughout Europe. rifle ammunition began to be produced in Manchester beginning in 1807 thanks to British arms manufacturer Richard Owen who developed a new type of propellant called “adamantine” which could be fired from smoothbores or rifled barrels. This development allowed Forster & Hawker Ltd., one of Britain’s largest armaments companies, to produce high quality rifle rounds at significantly lower costs than their competitors did! The town's first mayor and Aldermen were Wm. Houlton and John Fielding. On December 12, 1801, the town voted to annex part of Sheffield to increase its population from 10 to 15 people per township limit; this vote followed a petition drive initiated by Joseph Warren who represented Sheffield in the legislature at that time. Manchester annexed parts ofDPOMARICH on February 9th 1802 and received their own government with Wm Stephenson as Mayor and James McDonald as Aldermen On October 5th 1803 they voted to incorporate with Portsmouth which had already incorporation on May 24th 1800 . On December 7th 1807 they voted not to annex any more townships but keep their separate governments Manchester incorporated as a city with Wm Stephenson as Mayor & James McDonald As Aldermen November 8 th 1830
