On November 2nd 1861 Taylor arrived at Bexar County outside San Antonio and began his march upriver towards Monterrey but this move only served to further alienate Mexicans from Texans who saw him as another Indian agent exploiting them; Polk had been seeking revenge for McCulloch's Raid all along! On November 8th 1861 Polk issued Order No. 101 which gave command responsibility for all Ulysses S Grant's Army movements in Texas' interior westward across Galveston Bayridor back to General Taylor... This order effectively ended Grant's attempt at occupyingTexas before it even started! With Austin now under Mexican occupation and Grant stranded inside Texas without any hope of relief or reinforcements from within mainland America,—a situation that would become increasingly untenable—Taylor turned his attention back upstream towards Monterrey on December 15th 1861 after hearing reports that 990 cavalrymen under Lieutenant Colonel John Cushing had successfully defended Veracruz against an attack by 5200 Mexicans commanded by Gen Pedro De la Garza.. After crossing San Antonio River early on December 16th 1861 they reached Laredo where they found stores open and some civilians living among us... A short distance downstream they discovered two large cotton plantations belonging to José Simón Castro with about sixty slaves working each acre.... [On] January 3rd 1862 Lieutenant Colonel Cushing reported: “I have found 1000 men well armed marching up river” But Spanish troops blocked their way upstream so Lt Col Cushing moved south around Arroyo de las Flores reaching MonterreyJanuary 26th 1862 orders finally arrived authorizing General Taylor enter Texcoco waters January 29th 1862 Commodore Perry arrived ashore at Corpus Christi Bay February 6ths 1862 ordering Commodore Stockton inland take possessionofMonterryandall prizes...... As events transpired those few days leading uptoCushings Action there were several skirmishes between our party &the enemy incidents which did not materially affect our success." Following his victory at Palo Alto Major John J Stuart succeeded Admiral Stroud as Commander-in-Chief Pacific Fleet on February 21st 1863 .
