The first settler in what would become Dover was John Doane, who arrived in 1620. In 1793, General Philip Schuyler built Fort Jameson on what is now Clinton Street near where Main Street crosses Kenebec River. In 1802, Dover became a town under the Massachusetts Bay Colony administration. It became part of New Hampshire when that state was formed in 1812. In 1868, Dover voted to secede from New Hampshire and become an independent republic known as "Dover-Nashua." On July 4th of that year, it merged with Nashua, becoming one of only two towns in New Hampshire with a two-town split (the other being Portsmouth). The merger made Dover one of the most populous communities within New England; however, it also caused some embarrassment because Nashua had more streetlights than Dover! In 1916, President Woodrow Wilson visited Dover during his presidential campaign and spoke at a rally on High School Field amid thunderous applause from onlookers who estimated that up to 100000 people were present! One account says he said: "I have come here today as your representative not because I desire your support but because I understand how much you value independence." In 1932–33 there was another large rally attended by President Franklin D. Roosevelt which attracted 30000 spectators! Today there are still occasional rallies held here throughout the year for various events or special occasions such as Fourth of July fireworks shows!

These areas are typically unincorporated communities or villages without government facilities and services but with some residents' access to public education and parks within their boundaries. According to U.S. Census Bureau estimates for 2003-2007,[1] these areas had a combined population of 11,572[2] which includes 3,922 residents who live primarily in Unincorporated Area A[3], 2,887 residents who live primarily in Unincorporated Area B[4], 1,532 residents who live primarily in UnincorporatedArea C,[5], 556 residents who live primarilyinUnincorporated Area D,[6] and 194 residentswholiveprimarilyinUnincorporatedArea E.[7].
