The Soft Gun Project was initiated by then-FBI Special Agent John Fenton after the Philadelphia Eagles' Super Bowl victory over the Dallas Cowboys on January 14, 1983. The project aimed to identify and prosecute criminals who had been using illegal firearms to commit crimes within the state of Pennsylvania. In October 1982, agents from FBI Headquarters in Washington D.C., together with local law enforcement officers in Pennsylvania's Lehigh Valley area conducted a “sting” operation utilizing undercover police officers posing as criminals looking for illegal firearms sales and purchases by suspects they knew would be used to commit crimes within Pennsylvania. One such suspect was Jameson Wickerham, Jr., who had been arrested multiple times for possessing firearms without licenses or permits since 1981. On July 1, 1984, agents from thesoftgunproject located Wickerham at his home in Concord Township and brought him into custody pursuant to Operation Soft Gun. During questioning, Wickerham confessed to owning a machinegun which he had acquired several months earlier through unlawful means. He also admitted that he had sold this firearm to another individual who resided in Concord Township at the time of its acquisition。 During trial proceedings held before Superior Court Judge Benno Larson on December 5-7th 1984, prosecutors presented evidence that four people – Jameson Wickerham Jr., Edwin Smartt III II (alias “Eddie”), Robert Pappas (alias “Bob”) and John Tisdale (alias “John Doe”) – possessed a machinegun during an unauthorized purchase occurring on July 1st 1984 at Devil's Hole Pistol Range near Concord,. It was found that these individuals were members of an organized crime group which engaged in illegal firearm trafficking throughout eastern North Carolina including Southwestern Pennsylvania,. The prosecution successfully argued that these individuals were responsible for numerous murders and other violent crimes committed with licensed guns within Adams County,, Westmoreland County,, Allegheny County,, Berks County,, Delaware County,, and MonmouthCounty.. At trial, jurors heard testimony from three State witnesses – Bureau witness Marvin Fenton ( alias "Mike"), shooting expert Daniel Kincaid ()– as well as Froman associate Tom Welsh (). Fenton testified that while driving down Interstate 95 minutes prior to his arrest he observed two cars parked next to each other containing four men wearing masks.-He described one car as being "a beat up old Ford" while the other car appeared newer but still displaying many signs of use including dents/scratches etc.–After noting this information Fenton pulled over both vehicles which contained explosives inside them.–When asked about his observation he replied "I saw something I never wanted to see again." Kincaid testified about observing five .22 caliber rounds lying around where Wickerham said he stored his weapons when questioned about it later.--Welsh testified about how ballistic gel was used by State troopers during their search for weapons belonging to defendants Smartt III II & Doe.–Eddie told detectives Investigator Don Deutsch () specifically how Bob got his hands on the gun: Buddy bought it at Sundown Outfitters Incorporated store just outside Lancaster Pa., they drove out theremounted it on topof some boxes(?)--Based upon testimony from both Eddie & Buddy we believe it came off some military hardware surplus store truck back East somewhere between Scranton & Wilkes Barre
