However following passage of new federal civil rights laws throughout much of America beginning with passage of the Voting Rights Act in 1965 African American workers were finally able to prosper starting at local level within their own communities without fear or retribution from management within white-owned businesses throughout much of America following passage of those same laws thus helping create what has been referred to as “the black market” within American society whereby individuals could purchase goods and services not available through more traditional channels thereby stimulating economic development within these communities while creating social stability that often resulted in increased home ownership rates among minority groups across America during this time period thus creating what has been referred to as “ Neighborhood Watch programs” ));),)).))).)))

North Las Vegas is a city in southern Nevada, United States. It is the ninth most populous city in Nevada and the largest city in Clark County, which includes Las Vegas. As of 2013, North Las Vegas had an estimated population of 281,971 residents. The area that now makes up North Las Vegas was first settled by Native Americans in the 18th century. The name "North Las Vegas" was given to the town by developer George C. Marshall for his development located on what would become Interstate 15 south of downtown because it was thought to be more northerly than other towns east of Hoover Dam. The history of North Las Vegas begins with its location on land that was part of the Mormon Church's Salt Lake City Division until 1959 when it became a separate municipality under courtesy name Zionville. The town began as a small farming community near where today's intersection of I-15 and Eastern Avenue stands and quickly grew into a society with its own economy and culture. In the early 1920s, citrus grower James Auchincloss developed what would become known as Auchincloss Park southeast of downtown along what is now Western Springs Boulevard. This park served as a social oasis for many years before it was sold to developer Harry Chandler in 1951 for $5 million dollars ($100 million today). Chandler quickly realized that he could not build anything in this area without developing it into an urban center like Salt Lake City or Deseret Village which were then booming cities across America due to their new freeways and suburban developments boom times respectively; however, he didn't want this development to sprawl out too much so he decided to develop just north-east from Downtown into what would eventually become North Las Vegas proper instead. With this decision made, Chandler started building homes on two donated parcels totaling 154 acres (65 ha) northeast from downtown between Eastern Avenue and South Grand Avenue which became home to his original development called "NorthLasVegas". This project included six blocks long NE/SW Strip Road (now Sahara Street) running through it which ran directly down from downtown onto these donated tracts providing easy access both northbound/southbound traffic while also serving as warehouses for Chandler's new companynorthwest Development Company during construction phases only allowing traffic going east/west through town via Northwest Freeway access at all hours except weekends during peak business travel periods onlyduring off peak hours when they opened up one block wide road called Strip Road allowing limited access only during morning rush hour when strip closed down completely resulting in very high rates for parking tickets throughout most parts of town including Downtown but free after 5pm
