When the town of Elko was founded in 1868, it was a small frontier outpost. The town's founders were farmers who had to rely on horse and buggy transportation to get to their work. To make things easier for them, they built a school and store in what is now the downtown area. The first gun target in Elko was erected by local citizen James A. Bogan in 1876. It was a 10-by-10-foot target that could be found at the rear of the present First National Bank building on Main Street. In 1881, another local citizen, John Fenton, erected a 20-by-20-foot target at his home on Third Street. This target remained in use until 1902 when it was replaced by a 40-by-40-inch steel Target made by American Steel & Wire Works Incorporated (ASW). From 1903 until 1941, ASW manufactured targets at their facility on Second and Winchester Streets. These targets were used for training purposes by Elko Police Department officers as well as for competition among other towns across Nevada during armament fairs sponsored by the NRA. In 1941, ASW relocated their operations to Reno where they continue to manufacture targets today.

Elko, Nevada is a small city in northeastern California on the Elko River. The population of Elko was estimated at 14,851 as of 2010. It has been a small town since the early 1800s and it became an unincorporated community in 1912. The first Europeans to visit what is now Elko were fur traders traveling down the Sacramento River in 1849. They named their new community after one of their companions, George Armstrong Custer, who had died during his attempt to cross the Platte River into Nebraska in 1846. In 1912, an act by the Nevada Legislature gave town status to Elko and made it part of its larger Clark County. The post office was established at Elko on November 15, 1912, and remained open until it was discontinued on September 1, 1957. The first resident ever listed in the census was Wm. Halsey Sheets of Reno who moved from San Francisco to live in what is now called "Sheets' Valley" around 1909-10. In 1955-1956 there were several floods that caused significant damage to business and residences in downtown Elko; however no injuries or fatalities occurred as a result of these events because floodwaters quickly retreated downstream toward Reno.
