Roosevelt of Interior Department proposals for tribal self-government only increased anger among some tribes (); consequently when he took office in 1933 he decided instead to create eight tribal councils each headed by a councilor appointed by the Secretary OF Interior . Of greater significance was Roosevelt's decision to recognize Hopi Indian Nation () as an autonomous community within Arizona () with its own legislature (), courts (), police force (), libraries (), casinos (), etc.) ; this decree marked an important milestone for Hopi culture and history(). Lackluster economic times followed during World War II before increasing militancy among Native Americans caused most agencies responsible for management/administration/provisions services within reservations throughout late 1940s through early 1950s (); some tribes grew more successful while others failed completely ().
