Boulder City was first established in 1907 as a civilian settlement adjacent to what is now Reno. The city was re-established as an incorporated town in 1912. It became a city on July 1, 1952. The current mayor of Boulder City is Don Stoner. The history of Boulder City begins with its establishment as a civilian settlement adjacent to present-day Reno by soldiers from the 9th Infantry Regiment stationed at Camp Carson during World War I. On February 24, 1907, the original town plat for "Boulder City" was filed with the recorder's office and approved by Land Commissioner John Cavanaugh. The name chosen for the new community was derived from nearby Mount Eldorado which had become known as "theMount". At that time Fort Washakie was also located within present-day Reno limits and portions of today's Sparks were included within what are now las Vegas and Carson City at that time; these early towns served military purposes only and did not serve as settlements until after World War I when they were re-established under municipal jurisdiction pursuant to provisions of Proposition 8 (1920). In 1912, BoulderCity became an incorporated town following passage of legislation by Nevada's unicameral legislature granting special status to towns created since 1909 while other communities struggled through years of annexation or consolidation seeking similar benefits. Incorporated status granted voting rights, fire protection and other privileges not enjoyed by unincorporated municipalities subject to Annandale–Gardner Township taxes or assessment rates which totaled $2 per capita in 1912 compared to $6 per capita assessed against Carson City residents (preliminary figures show that Annandale–Gardner has collected more than $120 million in property tax revenue since 1912). In 1916 newly elected Mayor Harry Laughlin convened a Municipal Committee which recommended annexing part of Las Vegas due largely to overcrowding at existing civic centers including Civic Hall where services were conducted with limited facilities available for additional people despite considerable effort expended by Laughlin himself prior thereto; however this recommendation was quashed by then State Treasurer Harry Reid who felt that annexation would lead to increased taxation for his own constituents rather than benefit citizens generally statewide. In 1932 Mayor Hjalmar Andersen began efforts to attract new businesses and residents after experiencing problems with vacant properties being left unoccupied resulting in significant financial losses from unsold apartments/houses etc., prompting him later remark “I’ve tried all sorts of methods but there isn’t any darn way you can get business here without developing housing units so people can live near their jobs” When he informed Governor Harold Hughes about this situationHughes ordered construction started on what would eventually become Hoover Dam without giving any thought whatsoever towards creating affordable housing opportunities for locals lest such developments drive out businesses seeking investment in potential job growth near dam site while doing nothing substantive regarding improving access&abilitySee: http://www1a5c5f3daf8cdc7ffb7754fdded9fa0e/.
