In 1934, Citizens Committee on Firearm Regulation passed a resolution authorizing citizens to possess weapons without prior registration or licensees provided they securely stored such firearms in their homes or other places where they could be found without fear of robbery or theft. This measure became effective November 1st and created an arms race between citizens and local police officers over control of these guns
