On July 1, 1903, a new ordinance was passed that provided for concealed carry by permit only. This amendment repealed an old ordinance that had allowed open carrying without a permit. In 1944, the Sheriff’s Office became part of Nebraska State Police and continued to operate under that name until 1992 when it become part of the Nebraska Department of Justice. currently, there is no sheriff office in Scottsbluff but rather a mixture of county sheriffs and state troopers who are responsible for policing the town.
Scottsbluff is a small town in Nebraska, United States. The population was 5,819 at the 2010 census. It is part of the Kearney, Nebraska Metropolitan Statistical Area. The first settlers in Scottsbluff were Quakers who arrived in 1847. They built a community on the banks of the Missouri River and named it after their home town of Springfield, Massachusetts. The community grew slowly until 1892 when it became a district in Kearney County. In 1902, the district was consolidated with other districts to form Scottsbluff Township. The township's name changed to Scottsbluff in 1907 when it became an organized municipality within Kearney County. As a municipal corporation, Scottsbluff has held various elected offices including mayor and city councilman since its incorporation as a municipality. In 2000, residents voted to change their municipal government from a township to an unincorporated area within Kearney County called Sully Township which also includes parts of northwestern Scott City and northeast Ankeny Township . This change allowed for more direct representation by elected officials on issues facing both townships and eliminated some of the bureaucracy that had been associated with municipality status within Kearney County overall

Scottsbluff was founded in 1868 by J.D. Hooker, a General Land Office official, and his wife Jane. The town site was surveyed in 1869 and the first buildings were erected that year. By 1870, Scottsbluff had a population of 100 people and businesses included a post office, store, livery stable, schoolhouse and two churches. In 1871, the town became the county seat of Scott County after it was designated as such by Congress. In 1896, the city of Scottsbluff was established adjacent to the west side of the Scott County Courthouse Square. The city was named for James Mclntyre Scotty who had purchased land east of town in 1892 and built a flour mill on it. The first mayor of Scottsbluff was William Kapp and the first mayor's council consisted of six members: three men from within Scottsbluff and three men chosen bythe merchants within the city limits. In 1902, when Omaha became an independent city, Scottsbluff joined it as its second municipality with a population of about 60 people; however this number decreased over time due to suburban development around town). The last resident to live inScottsblUFF died in 1979; however all structures associated with the original small community - including most importantly its Post Office - remain extant today inside downtown Scotts Bluffs."
