By 1910, however, more than ninety percent of the population had either relocated or died within five years following settlement; by 1920 only two remaining residents remained in papillion. In 1930 over sixty percent of all permanent residents had departed for good and only a few buildings remain standing today: four homes dating back to around 1895 and two churches used for school services during that time period. In 1951 papillonians voted overwhelmingly to become a city under a new charter which granted them self-government within the Municipal District of Kearney set up pursuant to state statutes governing consolidation and reorganization thereof within local government districts (MDKs). Recognizing that papillonians were not content with their current situation as an unincorporated rural community surrounded by urban development, city officials undertook various initiatives designed both to increase economic opportunity and improve living quality while preserving traditional aspects of village life such as agriculture and fishing; these included planning efforts for major capital projects such as paving streets, constructing libraries/community centers/heat plants etc., providing sewer systems and electric lines etc.; also undertaken were marketing campaigns directed at tourists visiting nearby Omaha City who would be likely to patronize businesses located within MDK boundaries; these activities helped produce noticeable improvements in physical conditions throughout much of downtown Kearney between 1951 and 1970 despite significant economic losses due to suburban encroachment which retarded growth rates elsewhere within MDK boundaries Currently there are over 100 active businesses locate inside Municipal District boundaries including restaurants & bars like steak house Tyson's BBQ across from courthouse square big box retailers like Home Depot & Sears home improvement stores along arterial streets close by popular tourist destinations like noticed right off interstate 24th street Live music venues regularly filled up with locals Garage sales ContinueBuyers will consistently have access too many items they don't need now days

Papillion is a small town in Kearney County, Nebraska, United States. The population was 1,002 at the 2010 census. It is part of the Omaha-Council Bluffs-Hastings Metropolitan Statistical Area. The name comes from Papago Chief Wichita Hawk and his people. In 1867, when Kearney County was organized, the land around Papillion was set off as a township. The first post office in Papillion was established in 1868, and the first settler to homestead there was John Witherspoon in 1871. By 1897, all of Kearney County had been organized into districts; however, until 1907 Papillion remained an unincorporated community within District 6. On May 8, 1907, President Taft signed Executive Order 116 which designated all unincorporated communities within Kearney County as cities or townships (Papillion being one). On February 20, 1912 a fire destroyed most of the town center and killed thirteen people including three deputies of the local police department In 1915–1916 construction began on what would become both the centerpiece of papillonians’ economy and their civic center; this included two blocks of five homes side by side on Main Street between Third and Fourth Streets called "The Gables." The structure still stands today and is used for events such as dances and meetings. In 1936 large numbers of farmers moved into eastern Nebraska after prices for food increased during World War II due to an infestation of badgers that had invaded other parts of America. As more farmers moved into Omaha they depleted available water supplies so a new well was drilled under Highway 12 near present day Papillion to provide irrigation for their fields On July 2nd 1948 $1 million dollars were raised through selling bonds with 10% interest payable over 50 years to finance development plans for downtown area known then as "District 7". This became known as "The Great Pest Control campaign" which led to many businesses moving into downtown since it would be free from rodents
