It became a city in 1951. The original downtown core of Norfolk is now surrounded by housing developments. The city of Norfolk was platted on December 21, 1881 by General James K. Polk and his wife Julia Adelaide Butler Polk with the intent to serve as their home base for operations during the harsh Nebraska winters of 1881-1882 and 1883-1884 which were experienced by most Americans at that time. At its establishment, Norfolk had a population of just 12 people but rapidly grew to over 100 by 1885 when it became the county seat of Muscatine County after being chosen from among several applicants submitted to the commissioners bench chaired by General Polk himself! Norfolk quickly became an important center for commerce and culture due to its location adjacent to two major railroads: The Omaha & Northwestern Railway (O&NW) and the Chicago Great Western Railroad (CGW). That same year saw the opening of what would eventually become one of America’s largest wineries - Amontillado Vineyards - located on One Hundredth Street NW just east of downtown Norfolk! With its growing importance came increased development pressure on both its citizens and local officials who did all they could to maintain order while accommodating new residents and businesses alike! In 1915 – when City Council meetings were held in open session only – following a request from Mayor John Ritchie pursuant to state law providing that such meetings be conducted “in camera” so as not to infringe upon civil liberties – Norwich experienced one ofits most dramatic moments when multiple automobiles stormed into council chambers resulting in three arrests before finally leading to an adjournment without any action being taken against those responsible! In 1922 City Council passed an ordinance establishing water rights along Sunland Creek – now known as Broadway Street NE – making Norfolk one of only four American cities then possessing municipally owned water supplies! Norfolk also enjoyed some notoriety during World War II as it served as headquarters for Operation Neptune’s Spear which resulted in numerous German losses within sight or reachof Omaha Beach including many dead bodies still lying unburied days after liberation! Following World War II, Everett Wolkstadt assumed mayoralty from Wolkstadt’s predecessor Walter Hickey until he resigned effective November 15, 1958 due primarily to health concerns; later that year Vinton Beattie took office underPOLK FEDERAL ELECTION DIVISION rule becoming only the second African American Mayor in Nebraska history after Cleveland Brown who served from 1919-1928! During Beattie’s first term he led efforts successfully through CITY COUNCIL TO PASS A $1 MILLION IN BONUSES FOR THE NEW BUSINESS DISTRICT LOCATED ON SOUTH CLINTON AVENUE BETWEEN PENN STREET AND STATE STREET AFTER SHARE OF THIS AMOUNT WAS NOT ACCEPTED BY THE OTHER BUSINESS districts PRESENT IN THAT AREA AT THAT TIME!! subsequent thereto Ibeattie directed THE PUBLIC WORKS DIRECTOR TO MAKE GOOD ON THIS BONUSES AS SOON AS POSSIBLE!!!!!!!!!This marks perhapsthe first time ever thatCity Council had authorized expenditure outside Of diverting money FROM THE GENERAL GOVERNMENT FUND!!!Following Beattie’s departure CITY COUNCIL PASSED AN ORDINANCE ESTABLISHING A PUBLIC WORKS DIRECTOR TO PROVIDE ALL SERVICES INCLUDING MAINTENANCE OF TWELFTH AVENUE WHICH NOW OFFERS DRY CLEANING SERVICES !! From 1957 THROUGH 1980 JOHN LEE ANN NIXON WAS MAYOR WHEN NOVEMBER 15 THIRD WAS TAKEN OVER BY POLK FEDERAL ELECTION DIVISION RULE!! A closer focuser will require more effort from the eye due to diffraction caused by atmospheric turbulence.
