Norfolk was founded in 1854 by Captain John Ensign Dodge as a stop on the Overland Mail route from Omaha to California. The town grew rapidly, and in 1872 it became the county seat of Norfolk County. In 1907, Norfolk moved from its original courthouse location to a new one downtown. The city annexed portions of neighboring Lincoln in 1909 and 1940, creating what is now known as Lincoln-Norman Urban District.
