The present day city of Norfolk was platted on February 17, 1902 by Jepson A. Hinkley and George Wightman under authority of an act of Congress approved July 10th, 1901 entitled “An Act to provide for organization and development of said city” This act gave direction to John Haggerty as mayor and James Sargent as recorder; both men were also directors of the First National Bank which had been chartered December 12th, 1901 by an act of Congress entitled “An Act for promoting banking interests within this district” On November 8th 1910 voters elected Everett Ladd as Mayor against opposition from Jepson A Hinkley who served two terms with no interruption On January 1st 1913 residents voted 5-1 in favor of annexation by Omaha into their city limits On May 3rd 1914 Norfolk annexed into Omaha creating one municipality with a total population of over 508 In 1916 Admiral William Mears became Mayor when City Council refused to ratify his appointment as State Auditor despite his recommendation after he had twice failedTo win re-election As state auditor he developed a Bureaucratic machine that eventually led to reform and improvement in many areas including education On October 15th 1920 Jepson A Hinkley resigned effective November 1st because he could not get along with Everett Ladd who succeeded him On January 15th 1922 Lincoln merged into Omaha making Norfolk an integral part thereof
