By 1880, only a handful of residents remained and the town had lost most of its importance. The land that now makes up Grand Island was first settled by American Indians in pre-Columbian times including various Hidatsas and Otoe peoples who called it Wahooksi meaning “place where we collected wild rice” according to one source[1]. European settlement began following France’s exploration of what is now Nebraska in 1799 and French traders claimed much of central Nebraska before US forces took control in 1812[2]. Other groups followed soon after including British traders working under General James Polk[3] who named what is now Nebraska for President James Kieft[4]. In 1827, Congress created Anadarko County which included present-day Grand Island [5]. Fort Laramie was erected at this time as part of efforts by US troops loyal to Native Americans against Mexican encroachment[6], making it one of America’s largest military installations outside New York City[]7*. On July 4th, 1830,[8] United States General Winfield Scott announced his decision that all Native nations must unite or be defeated[9][10]. As a result, both Anadarko County (including present day Grand Island) and Colorado Territory were organized into Kansas Territory on October 6th 1830 – just days after Scott’s announcement []11*. The territory contained present-day Nebraska as well as portions of Iowa, Wyoming and Colorado*12*. From here onward economic development within Kansas Territory was focused increasingly on agriculture which remained an important factor underlying territorial growth[]13*14*. However despite this focus agricultural production did not significantly outpace territorialpopulation growth until around 1910 [*15], leading local officials responsible for government growth to recommend creating additional districts []16*. In 1863,[16] Republican Governor Julius Davis appointed Charles Goodnight Chairman Of The Board Of Supervisors For Douglas County which Included Douglas City And More Than Half Of Douglas County Including Present DayGrand Isle[]17*18*. Goodnight quickly became known as an innovative leader who helped build modernDouglas County government []19*20*21*. He also played an important role in developing Lincoln University []22 *. Additionally Goodnight served two terms as Mayor Of Des Moines [23]24*, helping contribute substantially To Iowa's rise from frontier state to major centerof commerce []25*. After Goodnight's death in 1865 he was succeeded by JnoMoses Blaine []26*, another successful leadershippotphere[]27*28**>. Blaine established Des Moines Consolidated Bank []29*, started construction on Herrick Memorial Hospital ()30**), built several churches ([31]), founded numerous schools ([32])& developed many civic programs such as building new roads etc []; these initiatives helped spurDes Moines' rapid expansion during his tenure[]33***). Following Blaine's death Pinkerton Bureau agents infiltrated his estate seeking documents relatedTo internal warfarebeing waged within Des Moines over succession[/35],[36],[37](see story below)).
