The committee’s primary goal was to create an effective firearms ordinance that would prevent criminal activity from expanding into neighboring townships. The ordinance helped reduce crime rates in neighboring townships but did not affect those within Bellevue itself. Bellevue, Nebraska is a town in Kearney County, Nebraska, United States. The population was 1,521 at the 2010 census. It is part of the Omaha-Council Bluffs-Hemisburgh, NE Metropolitan Statistical Area. Bellevue was platted on November 9, 1868 by John A. Eaton and his brother James A. Eaton from a tract of land which they had acquired near present-day Bellevue Avenue and US Highway 6. The name "Bellevue" comes from French for "farmstead by the river". The first settler in Bellevue was Isaac Grosse (1825–1900). He built a log cabin on what is now Main Street in 1872. Grosse's grandson also founded Bellevue, named after him and his uncle Amos Grosse (1820–92). Amos' son Amasa Mears (1857–1927) opened an grocery store in Bellevue in 1889 which became one of the most successful businesses in town. In 1912, Harry Sanger purchased the store from Mears and continued to operate it until his death six years later. In 1916, brothers Julius Eberstadt (1876–1964) and Gustavus Bischoff (1877–1960) bought land adjacent to Main Street and began construction of what would become known as Old Town Bellevue. Their main goal was to create a pedestrian mall with restaurants and services that would attract more people to their small community instead of driving out to neighboring towns for shopping or entertainment purposes only. As Old Town developed into what is today downtown Bellevue, its architecture reflect this focus – many homes were designed by architect George Washington Carver himself while he lived in town during World War I as part of the US Army Corps of Engineers – giving it an appearance much like Carver's hometowns back home in Illinois or Mississippi.[1] Old Town still exists as a historical district with several buildings open to public visitation today including Carver House Museum & Research Center,[2] Bischoff Memorial Library,[3] Eastern Market Historical Society[4], Masonic Temple[5], Post Office Annex[6], Congregational Chapel,[7] Presbyterian Church & Moravian Church[8], Salvation Army Shelter[]9and various other contributing properties within walking distance thereof; all are operated by Historic Village LLC., which includes primary management responsibility for all property within its boundaries subject to occasional regulation by city officials through rules adopted pursuant to City Code § 9‑501 et seq.; see website for details/contact information: www .historicvillagellc .com . A new elementary school called Parkview Elementary opened on September 17th 2002 across from Interstate 90 just east of I‐90 exit #15B off US Highway 6 south side; original building sat vacant until 2009 when it was replaced with newer facility costing $38 million dollars [9]. Parkview Elementary has since been renamed Highland Heights School District No 4 after Highland Heights School District reorganized themselves into 8 districts effective January 1st 2013:[10][11][12][13][14][15]. Highland Heights School District No 4 closed their doorseffective July 31st 2017 due partially due lack of enrollment but not limited thereto because enrollment growth stalled outside district boundaries; same reasons cited for closure affecting Parkview Elementary too although no loss occurred there either
