Missoula was founded on July 6, 1887 by James W. Cooke and his brother-in-law, John Dickson. The city's first post office was established in 1892. Missoula grew rapidly due to its location at the head of navigation on the Missouri River, as well as its natural resources such as coal and timber. By 1907, Missoula had a population of over 40,000 people and was one of the largest cities in Montana. During World War I, Missoula became an important munitions plant because it produced shells for American forces fighting in Europe. In 1919, Missoula voters passed a referendum approving annexation by Spokane County. This event made Missoula the second city in Washington state to be annexed into a county (the others were Bellingham and Pullman). In 1925, Missoula became the capital of Montana when Governor Hiram Johnson approved the creation of a new state government based in Helena. The city continued to grow during this time with annexations from Butte (1927), Whitefish (1929), Lewiston (1930), and Seattle (1935). In 1941, following World War II's atomic bombing of Hiroshima and Nagasaki,Missoula became one of the first U.S. cities to sign an agreement authorizing nuclear energy production within their borders
