In 1952, then Mayor Clarence Denny presented his plan for reorganizing Butte County government which included annexing Yellowstone National Park making it part of Butte County effective July 1st, 1952.Denny papers vols 7-10. On January 25th 1954 butte county commissioners voted 3-1 not to annex Yellowstone into Butte County because residents there did not want it done and wanted their own elected officials. However this did not stop another annexation proposal from being made by ranchers Harry Skelton and Earle Weisman who proposed adding Absaroka Ranger District east of White Sands Missile Range On December 11th 1957 Commissioners Earle Weisman and Harry Skelton met with President Dwight Eisenhower at Fort Belknap Army Base discussing plans they had for annexing Absaroka District< ref name= “Eisenhower letter” /> gave up their annexation proposal because no action came from either side however they continued talks with USFS about adding an area south of White Sands Missile Range including parts of Glacier National Park< ref name= “Chambers paper” /> finally on February 10th 1959 commissioners Earle Weisman and Harry Skelton introduced legislation creating what would become known as Blandy Hills Wilderness Area within Absaroka District

The first people to settle in what is now Billings were three groups of Fur traders led by Captain John D’Arcy who arrived in 1812. They named their new settlement Fort Bridger after General George Armstrong Custer's Mogul Captive Raid on September 11, 1875 which resulted in his death and victory over Chief Joseph Arapaho and his horse herd at Black Hills National Monument near Fort Bridger. The townsite was platted on December 10, 1876 by James Fenton, one of the original developers of Helena, Montana. The town grew rapidly due to its location next to a wagon road that connected Great Falls with Denver Across the Plains via Helena and Missoula. By 1907, there were more than 1,000 residents living in Billings proper and another 500 or so scattered throughout surrounding counties including Butte, Yellowstone Park and Gallatin Valley. In 1916, the railroad reached here from Winnipeg through cutoffs in Ioway County east of Great Falls on its way to Helena where it joined up with Union Pacific Railroad mainline just east of Lewiston for a station called "Montana City". The merger created an immense boom for farming based industries such as lumbering (the industry generated $2 million per year by 1918), mining (trucks carrying gold ore across country drove cattle ranches out into these harsh terrain) and food processing for local consumption before World War II when production shifted towards munitions plants across the continent but also jobs for locals during wartime shortages caused by imports from abroad. Many aspects that make up today's community began life here during this time including railroad ties that are still found all around town; downtown buildings built specifically for commerce; football stadiums/camps used by local high school teams since 1942(including two operated jointly with nearby Great Falls High School); original pharmacies; post office building designed by architect Julian Adams which still stands; as well as numerous other businesses and structures dating back more than 100 years

The railroads played important roles in early community development and helped stimulate economic growth around Billings during the late 19th century; they also led to increased immigration to what is now Montana due to their availability of jobs in coal mines and other industries. In 1916, President Woodrow Wilson signed Executive Order 9102 which established social welfare programs within national parks across America including provisions for education and food stamps for park residents living below poverty lines. This order signaled a new era in American conservationism with Park Service director James Fenton writing that it was part of US government efforts “to make provision for all people who may come within our jurisdiction” During World War II, two civilian airports were developed nearby – Fort Peck Army Airfield (later known as Dryden Army Air Field) northwest of town on mainly Native American land north of Interstate 20W merged into Beavers Lake Airport southwest of town on mostly white land east/northeast of I-20E Fort Peck Army Airfield became an operational military airbase after World War II providing general aviation services until it closed circa 1960 In 1967–1968 construction began on Interstate 20W through downtown Billings along Main Street; this highway eventually became I-20E Inglewood High School opened south central Business District building adjacent to I-20W southeast corner about halfway between Commissioners Road (US 191) & Main Street intersection
