There is no one answer to the question of Why shooters need Hearing Protection Devices (HPD) in order to safely operate their firearms. However, some factors that could contribute to this include: differences in gunfire noise levels from different areas of the country, hunting and shooting seasons, personal preferences, and NRA-backed regulations. In 1996, Congress passed The Gun Control Act of 1968 which requires all Americans who own a gun to wear hearing protection devices at all times when using or handling a firearm.
