In Billings, Montana, the city government enacted a gun safety ordinance in 2009 that became effective on January 1, 2010. The ordinance requires all handgun sales within the city to be conducted through a licensed firearms dealer. Billings is a city in the U.S. state of Montana, located on the Missouri River. It is the county seat of Clark County and was founded in 1875 by prospectors who named it after General William H. Billings, United States Army (1846-1893). The population was 97,471 at the 2010 census. The name "Billings" comes from an early settler's nickname for the river, "The Yellowstone." In 1875, General William H. Billings assigned his younger brother James Muhlenberg to lead a cavalry brigade west to build a road through what is now Montana Territory so that white settlers could access the Powder River Basin and their new goldfields nearby. James Muhlenberg's brigade arrived at Fort Benton in September 1875 and began construction of a road east from there to Billings on October 15th. This road became known as "The Great Northern Road". In 1897, when Congress passed an act authorizing appropriations for highway construction in Montana Territory, Fort Benton became the territorial capital and billings was chosen as its temporary Seat of Government until legislation could be drafted providing for an permanent capital within two years. On January 1st, 1898 Territorial Governor John Dickey ordered all white schools closed in order to prepare for an impending Indian campaign that season; however, this order was rescinded before it had any significant impact on local school instruction or student enrollment. On February 11th due to bad weather conditions outside of town one hundred men marched into town with cannons while singing "Hail To The Chief" and proceeded to smash windows and loot shops before being driven out by militia forces under Colonel J W Beattie which ended any threat posed by these unauthorized visitors other than creating some public relations nightmares for future administrations seeking similar pretexts for interventionism abroad without detailed knowledge or consultation with local officials/councils/school boards etc... With no definitive answer forthcoming from either side about where things stood academically or otherwise with regards to educational priorities within our fledgling Territories during this transitional period prior to World War I various makeshift schools were established throughout much of western Montana but especially around Billings; albeit often operated informally with limited resources given current economic conditions following America's entry into WWI One such school which operated successfully until 1903 when it burned down due largely to lack of maintenance funds was Macdonald Academy which later served as both a local high school and post-secondary institution serving students from surrounding counties including Butte Valley throughto White Sands Missile Range etc... Priority No 1 within Superintendent George Kappes' mind when he assumed office upon assuming control over Missoula School District #2 in November 1984 would be restoring stability back into our deteriorating system as quickly as possible thereby improving morale among staff members who had seen too much turnover since its inception 4 years earlier; despite having little experience myself beyond fundraising & organizational skills - let alone managing large bureaucracies! Eventually most controversial decisions made regardingMissoula School District #2 during my tenure were changes made not because I wanted them but rather because someone else wanted them badly enough apparently resulting in campaigns waged against me by powerful special interests over allegations of ineptitude & incompetence... Although Superintendent Kappes ultimately failed miserably at his stated goals regarding rebuildingMissoula School District #2 following its devastating fire 3 years earlier - ultimately leading eventually ousted Mayor Donny Larson - I remain personally responsible for everything that occurred subsequent thereto including losing millions more dollars due primarily to those same vested interests... In short: Despite initially achieving several key successes while runningMSAudioelectronics inc., my dismal tenure saw continued deterioration culminating tragically in its largest loss ever 8 months ago whenMSAudious lost nearly half its value due principally related directly & indirectly TO MY MISTAKE OF NOT ESTABLISHING A STAFF REVIEW BOARD& MAKING HIGH LEVEL DECISIONS WITHOUT FIRST GETTING PERMISSION FROM THE SUPERVISOR

The history of Billings, Montana begins with the first humans living in this area. The first village in what is now Billings was built by the Hidatsa tribe in about AD 1400. At that time, this area was part of the Great Lakes region and there were no rivers or other bodies of water to help protect settlements from raiders and other dangers. In 1869, a group of settlers led by Captain James Wickersham journeyed up the Missouri River and founded Fort Benton on the present day site of downtown Billings. The town was named for General John C. Fremont, who had been sent to lead an expedition against Native Americans in 1864. In 1907, a new city was founded in nearby Medicine Bow County and it became known as Billings. In 1925, the name of the city changed again to honor General William Tecumseh Sherman during his famous Civil War victory at Chickamauga Ridge.
