West Plains is one of three towns in Lawrence County that are both incorporated as municipalities and do not have voting rights within their respective jurisdictions. The first Europeans to visit what is now West Plains were fur traders from Montreal who passed through the area on their way to St. Louis in 1803-04. On July 6, 1806, Ulysses S. Grant founded the town of West Plains on land granted him by General John Bagehot for his services in suppressing Indian attempts to cross the Mississippi River into Missouri during the Northwest Rebellion of 1811-12. The initial settler group consisted only of men and five boys who had been sent out by Grant’s father as scouts for his army during the War of 1812 and were given land east of present day Farmington Hills Boulevard and west of Park Rapids Road to explore new territory for future settlement. In 1830, when Territorial Illinois was admitted into the Union as a state, West Plains voted to become part of it rather than remain within Lawrence County which at that time included most of Kansas City proper including muchof downtown Kansas City as well as unincorporated parts ofwestKansasCity including parts near today’s White Flint Cemetery and Mount Carmel Cemetery. As with most areas in western Kansas at this time there were no schools or other infrastructure available until after Brown v Boarding School Case (1954) led to passage by Congress Of The Elementary And Secondary Education Act Of 1965 which provided financial assistance for school construction throughout America as well as grants specifically for westKansasCity making it possible for residents there to enjoy quality public education without havingto leave their homes or neighborhoods. Today many people consider themselves descendants or ancestorsof those early settlers who immigrated here more than 200 years ago because they can trace family trees back that far demonstrating why westKansasCity has been called “the city among cities” because so many people have lived here since its founding."
