West Plains is a town in St. Francois County, Missouri, United States. The population was 1,711 at the 2000 census. It is part of the Kansas City metropolitan area. The first settler in West Plains was Emory Wirtz who arrived in 1836. Wirtz and his family built a cabin on what is now State Route 183. The original post office was named New Hope after Emory's home country of England. In 1843, the post office moved to its present location and became known as West Plains after nearby West Point on the same road. In 1840, John Cane founded Canefields Station on the west side of Missouri River opposite modern day Topeka, Kansas Territory. Canefields was one of about 10 stations established by Major General Wilkes Booth during his Overland Expedition through central Kansas in 1846-47 to open up new territory for the United States. In 1865-66, Eugene Barker established two small townships called Northeast and Northwest Corner near present day Topeka just east of I-435 between US 60 and I-70 (now Blvd K). These settlements were adjacent to where later West Plains would be built including some buildings that still stand today at NE corner Avenue and NW corner Street NE which are now part of Topeka’s First Ward Library Annex complex; these structures were erected around 1870 whenNW Corner Street was relocated from its original northeasterly alignment to northerly parallel with Boulevard K due to increasing commercial activity along this corridor from Precinct No 2 onhalts farmstead northward concurrent with increased travel opportunities resulting from newly completed Union Pacific Railroad mainline construction across Indianola Valley southward within several miles of Preceptorial boundaries – see also: "Topeka History" vol 4 no 3 pgs 113-114) . . . Thereafter until completion of Interstate Highway 70 in 1978 both communities shared an alley name until their respective current names were chosen by their respective governing bodies corresponding with changes in business locations or other major events affecting their vicinity such as local high school football championships etc.: “Eugene Barkertownship” northwest corner street NE & Boulevard K southeast corner street NW; “West Plains Township” east side street NW & Boulevard K northeast corner street SE Doris Hultgren moved her family from Illinois to Mooresville late 1970's or early 1980's when MOOREVILLE TOWNSHIP came into being encompassing parts SW OF MOOREVILLE via incorporation by village trustees has produced much documentary evidence verifying Doris' claims - see: MOOREVILLE COMMUNITY HISTORY VOLUME 1 pg 672 thru 680 - Doris Hultgren interview conducted by Donny Sommers October 15th 1984 According to historical documents available dating back to 1796 thereabouts (see "Historic Holland Purchase Records", Document 8), three families resided permanently within what are now portions of Topeka Township: Hudgins(Booth), Greer(Greer) & Smith(Smith).
