In 1881, Webster Groves was one of the first towns in the United States to have a machine shop built. The shop became known as "The Arsenal." In 1911, the town adopted an ordinance establishing prohibition and also made provision for city elections. On November 3, 1915, Prohibition was repealed by referendum. In 1927, the town enacted an ordinance providing for gun ownership within its limits only by individuals 21 years or older who had a valid Missouri hunting license and were registered with the sheriff's department. In 1934, the town passed an ordinance regulating handguns and creating a Police Department to enforce the regulation. In 1938, Webster Groves established itself as an incorporated city with its own police department under Mayor Bennie Buehler. On January 1st of that year, City Hall was dedicated and Buehler became Mayor pro tempore. That same year, City Council passed an ordinance setting up streetlights throughout all of downtown Webster Groves while also authorizing issuance of building permits for new businesses which could include bars/restaurants/nightlife establishments etcetera
Webster Groves is a small town in Clay County, Missouri, United States. The population was 1,853 at the 2000 census. It is part of the St. Louis metropolitan area. Webster Groves was platted in 1856 and named for John Webster, an early settler. The first post office was established in Webster Grove on July 12, 1857.

The Webster Groves National Monument is a United States National Monument located in central Missouri. The monument was created on November 3, 1916 by the General Land Office and dedicated to the memory of Dr. James D. Webster and his wife Sarah A.Webster. Dr. James D. Webster was an early preservationist who worked to protect the culture and resources of the Stroudsburg area in which he lived and worked as a doctor. The first national monument in Missouri was also named for him, the James D. Webster National Monument, located near Carthage, MO., on August 10, 1907. In 1916, President Wilson designated part of northwest Missouri as the southwestern section of what would become the new national monuments system under his administration; this included land that would later be designated as part of Webster Groves National Monument. The original name for this area suggests its importance: "Webster Grove" (among others) likely because there were many groves hereabouts during Dr. James D.' Websters time as a physician and caretaker for these lands; however it is more likely that "Grove" comes from where some trees still stand today - near what is now Interstate 70 - spanned by a drive-way leading up to two massive stone pillars (the east pillar/site of present day I-70 Headquarters). One could argue whether or not these trees are really "groves" at all since they have never grown particularly large but rather are just remnants from when this particular tract was wooded...although most likely some evidence still remains about how large these trees once were! Whatever their origin may be, we can enjoy them today thanks to President Clinton's dedication in 1916!
The Webster Groves neighborhood in St. Louis, Missouri was developed on a large tract of land bought by businessman Samuel Webster in 1853. The grove is named for him. The area now includes more than 100 homes and businesses, as well as the Samuel C. Webster Museum of American History and Culture.
