Webster Groves is a city in St. Louis County, Missouri, United States. The population was 14,711 at the 2010 census. It is part of the St. Louis metropolitan area and is included in the St. Louis–St. Peters Combined Statistical Area. Webster Groves was named after General James Webster who fought in the American Revolution and led an army through what is now Webster County. In 1837, two years after Webster's death, his nephews founded a cotton gin on their uncle's property to help continue production of cotton while they waited for more reliable markets abroad to emerge. The City of Webster Groves was incorporated on February 12th 1904 by charter from a group of citizens including Drury Lumber Company Vice President Wm Henson and Jno Fenton (the brother-in-law of Mayor John Aiken). The charter specifically stated that "the object of this incorporation shall be to promote growth and development within its boundaries as best may be possible." On December 5th 1908 voters passed an ordinance giving the city council power to make all laws necessary for carrying out its purposes without having to get approval from the state legislature which then had no jurisdiction over municipalities within county lines. The first mayor was John Paine with headquarters located at 2100 E Woodville Avenue until 1914 when it moved to 601 S Euclid Ave due to fire code restrictions on public buildings at that time! In 1930, another ordinance granted city councils authority over building permits and allowed them to establish regulations specific to each type or use of building proposed or built within their limits - something not yet done by any other municipality in StLouis County at that time! This also gave rise to one of the most infamous cases in local history - when Drury Lumber Company officials applied for a permit for a new store adjacent to their old facilities but were denied because their proposed design didn't meet council requirements!
The Webster Groves area was first settled by the family of Samuel Webster in 1781. The groves were developed as a result of the importation of large tracts of land from Illinois in 1819. The original site of the present-day Webster Groves was on what is now Stonelake Boulevard. In 1827, John Taylor donated 4,000 acres (16 km2) to the city of Springfield for use as a park. In 1829, the City Council voted to name the area after General Wm. H. Webster, Jr., commander of American forces in Mexico during that year's Mexican War and one of the founders of Missouri Territory. The general's home still stands at 1111 West Florissant Avenue in Springfield today and is used as an office building and museum.
